DETROIT—A hard-hitting billboard that has gone up near Wayne State University criticizes use of dogs in heart failure experiments. The huge billboard, sponsored by the nonprofit Physicians Committee for Responsible Medicine, was timed to highlight the Wayne State Board of Governors meeting on Feb. 7.
